2031ല് എല്ലാവര്ക്കും ആരോഗ്യ പരിരക്ഷ ഉറപ്പാക്കുന്ന സംസ്ഥാനമാക്കി കേരളത്തെ മാറ്റുകയാണ് ലക്ഷ്യമെന്ന് ആരോഗ്യ വകുപ്പ് മന്ത്രി വീണാ ജോര്ജ്. സ്പെഷ്യാലിറ്റി ചികിത്സകള് വികേന്ദ്രീകരിക്കും. അടിസ്ഥാന സൗകര്യ വികസനം കൂടുതല് മെച്ചപ്പെടുത്തും. ട്രോമാ കെയര്, എമര്ജന്സി സംവിധാനം കൂടുതല് ശക്തിപ്പെടുത്തും. ആരോഗ്യ സേവനങ്ങളില് തുല്യത ഉറപ്പാക്കുമെന്നും മന്ത്രി വ്യക്തമാക്കി. വിഷന് 2031- ആരോഗ്യ സെമിനാറില് 'കേരളത്തിന്റെ ആരോഗ്യ മേഖല വിഷന് 2031' നയരേഖ അവതരിപ്പിച്ച് സംസാരിക്കുകയായിരുന്നു മന്ത്രി വീണാ ജോര്ജ്.
വിവിധ സ്കീമുകളെ ഏകോപിപ്പിച്ചാണ് സംസ്ഥാനത്ത് കാരുണ്യ ആരോഗ്യ സുരക്ഷാ പദ്ധതി ആവിഷ്ക്കരിച്ച് നടപ്പിലാക്കിയത്. ഈ പദ്ധതി വഴി 42.2 ലക്ഷം കുടുംബങ്ങള്ക്ക് പരിരക്ഷ നല്കുന്നു. കാരുണ്യ ബെനവലന്റ് ഫണ്ട് പദ്ധതിയും നിലവിലുണ്ട്. കാരുണ്യ ആരോഗ്യ സുരക്ഷാ പദ്ധതി വഴി 5 ലക്ഷം രൂപയാണ് ഒരു കുടുംബത്തിന് ചികിത്സ നല്കുന്നത്. കൂടുതല് പേര്ക്ക് ആരോഗ്യ പരിരക്ഷ ഉറപ്പാക്കാന് പദ്ധതി ആവിഷ്ക്കരിക്കാനും ലക്ഷ്യമിടുന്നു.
രോഗാതുരത കുറയ്ക്കുക എന്നതാണ് മറ്റൊരു ലക്ഷ്യം. ജീവിതശൈലീ രോഗങ്ങള് കുറയ്ക്കുന്നതിനായി ഹെല്ത്തി ലൈഫ് ക്യാമ്പയിന് നടപ്പിലാക്കുന്നു. ആയുഷ് വകുപ്പിന് കീഴില് 10,000 യോഗ ക്ലബ്ബുകള് ആവിഷ്ക്കരിച്ചു. സ്കൂള് ഹെല്ത്ത് പദ്ധതി നടപ്പിലാക്കും. മാനസികാരോഗ്യം ഉറപ്പാക്കാനായി സംവിധാനങ്ങള് മെച്ചപ്പെടുത്തും. ജീവിതശൈലീ രോഗങ്ങള് നേരത്തെ കണ്ടെത്തി ചികിത്സിക്കുന്നതിനായി ആര്ദ്രം ജനകീയ ക്യാമ്പയിന് ആവിഷ്ക്കരിച്ചു. 30 വയസിന് മുകളിലുള്ളവര്ക്ക് വീട്ടിലെത്തി ജീവിതശൈലീ രോഗ സ്ക്രീനിംഗ് നടത്തി ആവശ്യമായവര്ക്ക് ചികിത്സ ഉറപ്പാക്കി. കാന്സര് പ്രതിരോധത്തിനായി ആരോഗ്യം ആനന്ദം അകറ്റാം അര്ബുദം ജനകീയ ക്യാമ്പയിന് ആവിഷ്ക്കരിച്ചു. ഇതുവരെ 20 ലക്ഷത്തിലധികം പേരെ സ്ക്രീനിംഗ് നടത്തി. അത്യാധുനിക കാന്സര് ചികിത്സാ സംവിധാനങ്ങള് നടപ്പിലാക്കി.
പകര്ച്ചവ്യാധി പ്രതിരോധത്തിന് വളരെ പ്രാധാന്യം നല്കുന്നു. ആരോഗ്യ മേഖല പുതിയ വെല്ലുവിളികളാണ് നേരിടുന്നത്. വര്ധിച്ചുവരുന്ന ജീവിതശൈലീ രോഗങ്ങള്, അമീബിക് മെനിഞ്ചോഎന്സെഫലൈറ്റിസ് തുടങ്ങിയ രോഗങ്ങളെ പ്രതിരോധിക്കുകയും പ്രധാനമാണ്. ഈ ലക്ഷ്യം മുന്നിര്ത്തി എപ്പിഡമിക് ഇന്റലിജന്സ് സംവിധാനം വികസിപ്പിക്കും. പ്രാദേശിക അടിസ്ഥാനത്തില് മൈക്രോപ്ലാനുകള് തയ്യാറാക്കി പ്രതിരോധം ശക്തിപ്പെടുത്തുന്നു.
മെഡിക്കല് കോളേജുകളെ പൂര്ണമായും ടെര്ഷ്യറി കെയറുകളാക്കും. ചികിത്സാ മേഖലയിലെന്ന പോലെ അക്കാഡമിക് രംഗത്തും മുന്നേറ്റം നടത്തും. ആയുര്വേദ രംഗത്ത് അന്താരാഷ്ട്ര ആയുര്വേദ ഗവേഷണ കേന്ദ്രം വലിയ മുന്നേറ്റമുണ്ടാക്കും.
കേരളത്തെ ഹെല്ത്ത് ഹബ്ബാക്കി മാറ്റുകയാണ് ലക്ഷ്യം. അതിനായുള്ള പ്രവര്ത്തനങ്ങളാണ് നടത്തുന്നത്. എഎംആര് പ്രതിരോധത്തില് രാജ്യത്തിന് മാതൃകയായ പ്രവര്ത്തനങ്ങളാണ് നടത്തി വരുന്നത്. ആരോഗ്യ രംഗത്തെ സംബന്ധിച്ച് ശാസ്ത്രീയമല്ലാത്ത തെറ്റായ കാര്യങ്ങള് പ്രചരിപ്പിക്കരുതെന്നും മന്ത്രി അഭ്യര്ത്ഥിച്ചു.
Health Minister Veena George has said that the goal is to transform Kerala into a state that ensures healthcare for all by 2031. Specialty treatments will be decentralized. Infrastructure development will be further improved. Trauma care and emergency systems will be further strengthened. Equality in health services will be ensured, the minister said. Minister Veena George was speaking at the Vision 2031- Health Seminar while presenting the 'Kerala's Health Sector Vision 2031' policy document.
The Karunya Health Security Scheme was launched and implemented in the state by coordinating various schemes. This scheme provides coverage to 42.2 lakh families. The Karunya Benevolent Fund Scheme is also in place. Rs. 5 lakh is provided to a family through the Karunya Health Security Scheme. It is also aimed to launch a scheme to ensure healthcare for more people.
Another goal is to reduce morbidity. The Healthy Life Campaign is being implemented to reduce lifestyle diseases. 10,000 yoga clubs have been launched under the AYUSH department. School health scheme will be implemented. Systems will be improved to ensure mental health. Aardram Janakiya campaign has been launched to detect and treat lifestyle diseases early. Lifestyle disease screening has been conducted at home for people above 30 years of age and treatment has been ensured for those who need it. Health Anandam Akattam Ankbudam Janakiya campaign has been launched for cancer prevention. More than 20 lakh people have been screened so far. State-of-the-art cancer treatment systems have been implemented.
Great importance is given to epidemic prevention. The health sector is facing new challenges. It is also important to prevent diseases such as increasing lifestyle diseases and amoebic meningoencephalitis. With this goal in mind, an epidemic intelligence system will be developed. Microplans are being prepared on a local basis to strengthen prevention.
Medical colleges will be made fully tertiary care. Progress will be made in the academic field as well as in the medical field. The International Ayurveda Research Center will make a big breakthrough in the field of Ayurveda.
The goal is to make Kerala a health hub. Work is being done for that. Work is being done in the prevention of AMR that is exemplary for the country. The minister also requested that unscientific and wrong information regarding the health field should not be spread.
